ABSTRACT

     Today’s youth are in dire need of guidance. Young ones who are trying to fit in a particular foreign society are acing different challenges of actually handling the adjustments that they need to deal with regards that particular lifestyle. This is the reason why the following proposal has been presented by the authors of this plan. The following paper shall discuss the basic issues concerned within this proposal. With an aim of changing the perspectives of the youth, the group presents the basic procedures that are needed to be given attention in this particular case of consideration.

     The youth are the hope of today’s society. This line has long been recognized by many industrialized as well as developing countries worldwide. This is the primary reason why it is evident that government organizations are trying to invest their best possible available assets to the development of the young generation. However, not all of the members of the young generation actually get to have an access on the said programs. Most of them, who belong to the minority groups of the society, are the ones who are in need of these programs. Yet, they are the ones who have lesser access on the said governmental set-ups. As a result, young people who get charged with juvenile delinquency cases are increasing every year. The fact that they have nothing better to do than to simply stay at home or wander around in the stets, they become the target of numerous gangs that are encouraging youths to join them in their unlawful acts (Kreber, 2004, 31). If not, many of these youths bring forth several chaotic movements that particularly disturb the entire community. These youths certainly need help. (Lave, 1991, 19)

     This case is the particular reason why the authors of this program decided to help a community that is located in a minority area in the United States where the majority of the population are young out-of-school youths who are most likely the target of juvenile delinquency crime cases and other chaotic acts in the community. The group further aims to give this particular young group of the community, a new perspective in life. Through the program that the group proposes, the living situation of the young ones and the whole community as well is expected to experience massive changes with the system that they are currently living with.

Part II: Rationale of the Program

     Communities around the world, especially in the multicultural environment that the United States is dealing with right now, are in dire need of support as to how they are supposed to take care of the young generation that is mainly making up the entire population of the American society. It has been noted through reports that at least 48% of the immigrants from different countries around the world entering the premises of the American society belong to the young population. They are most likely to have been noted to move with or without their families in the country. Some of them are even less knowledgeable of the American society and thus are having a hard time in actually adjusting to the American lifestyle (Goodlad, 1989, 14). As a result, most of them end up in becoming part of gangs that are known for their delinquent acts. Sadly, this report is known all over the American territories. Most of the time, the communities that are primarily affected are those which are playing as hosts to the immigrants, most likely, the poor areas of the country. (Goodlad, 1989, 18)

     This is the reason why the authors of the program presented in this paper aims to regulate this particular situation through affecting a certain community that is mostly affected by the said situation. The community chosen by the group actually is a minor group of immigrants in the country, which is composed of several multicultural populations. The said group includes 20% Latinos, 40% Black Americans, 30% Filipinos and 10% Chinese. The overall population of the community is composed of at least 37% of young ones. Among the said young population, only 15% of it are able to attend public schools within the area. The rest are spending their time working and some are simply staying at home or wandering around the streets everyday. This fact has become a major problem among communities of immigrants who are actually trying to keep up with the life that American society ought to live with. Hence, the program presented by the authors of this paper is highly recommended as it would not only help the youths as individuals, but it would also surely give a justifiable situation to those living within that particular community as well.

Part 3: Objectives and Outcomes

     As mentioned earlier, the focus of the program in its application is to primarily help the young generation of a particular minor community that is in need of guidance at present. The group then aims to have an access to actually knowing the young ones in the community and gather them in a single area where they would be introduced to the program. Through this process, the authors of this program aim to make the young generation understand their primary roles in their own community. It is not an easy task to do, since the youths [who are the target of this project] may not be as interested as presumed by the program coordinators. However, through motivational procedures such as intermission invitations that will actually serve as an attraction to the target population, the audience of the program are planned to be gathered. The program shall last in about a month. The dissemination and presentation procedures are primarily scheduled and are designed to help the young ones have a better view of what their roles really are in the community. It is through this particular awakening that the program coordinators expect that the audience would realize their part and act accordingly with regards its completion.

     In a personal perspective, this program aims to help the coordinators themselves see their own capabilities in actually changing the situations plaguing a particular community. Their ability is making people realize of who and what they really are as agents of change in the society is expected to have a personal impact on the part of the coordinators of the project.

Part 4: Marketing and Recruiting

     Since the program is more of a “Peer-Facilitation” procedure, the coordinators need more than just themselves to be able to come up with the expected result of the program. Recruiting and marketing the program shall be served through memos served around the campus. The recruitment interview dates are to be posted so as to be able to give the coordinators a leeway in screening the possible volunteers who are to take part in the actual operation of the program. Through this process the coordinators would have a chance in seeing what they are particularly looking for in the volunteers who are to take part in the project. People who are to take charge in the project shall be required of having a background in psychological and social work studies. With an age ranging from 18-27, the program facilitators are supposed to have an ample understanding of why this particular program needs to be pursued for the sake of social progress.

Part 5: Screening and Selection of Group Members

     The program is demanding for optimistic people who are willing to spend some time in motivating other younger people in making a sense out of their lives through affecting the community. They are also to have the right motive in joining the program. Without any letup, they should be able to conscientiously follow the procedures that are appointed to them to follow in motivating the young generation in acting accordingly with the facts that are presented to them through the program presentations that are to be held by the group. With the scheduled activities, it could be assumed that at least 15 people are needed. From these 15 people, they will be segregated into three different assigned appointments that they would need to work on during the program assessment procedures. This is the reason why it should also be carried on through the screening procedures on which part of the program shall the chosen people be placed to perform. The coordinators of the program actually aim to help the volunteers see their capabilities in actually handling programs such as this, which involves peer facilitation and motivation procedures.

Part 6: Selection of Group Leaders

     The leader of the group needs to be strongly acquainted with the program and shall also be effective enough in affecting other’s decisions within the group members. He is also expected to have some awesome ideas in supporting the program operations with alternative procedures incase the planned operations fail. AS the project’s focus is to facilitate the young generation, the leader is expected to have a capability of getting the interest of the young generation in several terms of attracting them. It is certain that the leader is to have a strong conviction that the program could change the situation of the target population and the community as well. As to have an expertise in the field of motivating the young, the leader should be strongly be convinced that he or she is able to personally affect the lives of the people who are involved within the project’s operation. Hence, it is certain that the leader should have a background on handling student or issues concerning the young generation. Being involved in dealing with such types of problems, it is certain that the leader is required to have a strong trust upon the young ones that they are indeed capable of changing their ways and should thus have the right skill in helping the young ones realize of their potentials in doing so.

     The leader should also have the availability during the operations of the group:

Group meetings:

 …are to be held in a particular office designated by the leader and other group leaders. It should be an office or an area that could hold the population of the entire group.

Meeting Schedules:

 For the preparation, the meetings should at least be twice a week, as scheduled accordingly to the availability of the members; during the operations, there needs to be at least once a week meeting for the progress report from the three different branches of the project.

Meeting Duration:

Meetings are expected to last for at least 30-45 minutes without breaks.

Part 7: Structure and Ground Results

During the meetings, the area where it would be held is expected to have at least 15 seats to hold the exact number of the members of the group. Furthermore, bulletin boards and discussion boards should also be present to be able to present the progress of the program to the members of the entire group. (Marton, 1997, 32)

The rules are simple; people who are to join the operations should be noted to have their attention focused upon the developments of the individuals that they are supporting. The inspiration that they are living their audience should be manifested through the acts of the young ones. Those who are handling the practical application of the program are supposed to keep track of the developments of the individuals and how they are directly affecting the lives of the people in their community.

Group leaders are expected to introduce the meeting through a presentation of the major aims of the program as to how it should affect them and the people of whom they are supposed to assist.
To assist with the transition of the meeting to actual operation, ice-breakers are to be held.
The leaders are supposed to outline the procedures hence making the process of the operation more clarified on the part of the members involved.
The leaders should also give the reporting of the progressive results, as this would actually help them evaluate the process of the programs that they are operating with.
Program-Proper meetings
Leaders are supposed to have the introduction of the meetings beforehand.
The transition of the meeting towards the report progress of the program should have a strong implication on how the people who are involved in the facilitating procedures are mainly affected by the program
Likewise, the transition should have an icebreaker with which the young people who were the primary target of the program shall have a presentation of the progress that they have experienced during the program’s duration.
The final reports are to be presented and shall be evaluated by the members in an aim of expecting to present the same program to other communities with the same situation as that of the other, which they formerly helped.

Part 9: Follow Up

After at least a month, the members of the group are supposed to have a check on what further progresses have been possibly existing within the same community after the application of the proposed program. From this evaluation, the group shall also have an exact procedure that actually helps them take responsibility in holding another program just the same to be able to help other communities as well, with the same progressive results.
