Some people say that South Korea has to have a military policy as conscription. Conscription is current policy in South Korea which government forces all young men to join the army. Sometimes it is called draft policy.On the other hand, other people say that there is no problem, even if South Korea has a volunteer military system. Almost all countries in the world have volunteer military system in these days except few countries such like Korea, Israel and Egypt. In this controversial issue, I agree that South Korea should change their military policy to volunteer military system, because draft policy has a few problems. The present military policy of South Korea is conscription.
In other words, the government of South Korea forces all young men to join the army.Some people who insist on conscription say that there will be a crisis of the Korean peninsula. Actually, The Korean peninsula is still divided in two governments. People who insist upon draft policy always say that the divided Korean peninsula might make a dangerous situation someday.
However, anti-draft policy people insist that conscription should be replaced by volunteer military system, because of some problems. My opinion is the same as anti-draft policy people. I think that there are two problems on conscription. First of all, conscription infringes on basic human rights.Conscription forces young men in South Korea to join the army. In South Korea, most young men join the army when they are 20 to 23 years old for two years.
It limits young men’s time to study and enjoy their life. I think this time when the young men go to the army in South Korea is the most important time for their life. That is why almost all of the Korean men in the LCI are older than other boys who have come from another country like Saudi Arabia. Once a young man joins the army, the problems get worse. They tend to have strong complaints, because soldiers are forced to join the army.
Therefore, the soldiers can more easily express their complaints as violence or desertion. For example, when I was in R. O. K Army, there are a lot of desertion soldiers because of the violence from a seniority soldier. Moreover, they cannot have enough time for rest or vacation and they cannot get enough salary. They can have only 30~40 days for vacation during the 2years in the army and their salary is only 80 dollars per month. Even if they work hard for the army, their time for vacation and salary are never extended.
In my experience, homesick is another big reason for the desertion in R. O. K Army. I think all of these examples are a kind of infringement on human rights. Additionally, there is a second problem about conscription. Conscription is not efficient and not reasonable at all.
In my experience as a soldier in South Korea, soldiers are conscripted into the army hate almost all things about the military. They hate the military food, regulations and activities such as practicing military skills. Moreover, soldiers who are conscripted in to the army usually think that break time or vacation is more important than their own work.
All of these attitudes might be expressions against infringement such like forcing them to join the army, low salary and lack of rest time which I explained in the last paragraph. Because of these soldiers’ thoughts, the progress of the military works is always slow and late. Furthermore, this negative thinking also influences to soldiers’ fighting ability which is the basic ability for soldiers. They are going to hate training time for army skills, also.
Finally, this bad cycle continues. It causes rising social cost for their low achievement and for retraining them. Government pays this cost which came from the people’s taxes.It is not a reasonable way for a nation at all. These problems can be fixed by the volunteer military system. This system does not force young people to join the army.
Furthermore, soldiers can have enough vacation and get enough salary, because joining the army is the same as getting a job in this system. It prevents infringement of human rights which is the first problem of draft policy. This system can fix the second problem of draft policy, also.
Negative attitudes of soldiers who are conscripted into army will be changed to positive way, because they will think that they are not suppressed any more.The rate of violence and desertion in the army will be reduced. Moreover, soldiers can get more salary or time for vacation if they work hard in the army. Therefore, works in the army will progress efficiently and fast. Finally, the government will not waste people’s money for costs such as retraining soldiers.
It might be very difficult to change at once. Therefore, it must be changed steadily and gradually. For example, the government can reduce the term of duty for military and the number of the soldiers in draft policy while enhancing the number of volunteer soldiers.In conclusion, draft policy in South Korea has several problems. The First, conscription infringes on basic human rights.
There are the way that all young men are forced to join the army by the government and low salary and lack of time for vacation. The second, conscription is not efficient and reasonable at all, because it has bad cycle. Infringement of human rights makes soldiers to think negative way and the soldiers’ negative thoughts cause low achievement in works. Finally, this low achievement causes wasting money of the government for retraining soldiers.These problems can be fixed by changing military policy to volunteer military system. If the infringement of human rights disappears by volunteer system, the bad cycle will disappears, because the soldiers’ attitudes will be changed to positive way. Because of these reasons, I think that the government of South Korea has to change the military policy from conscription to volunteer system.
In addition, if the government of South Korea will change the military policy, changing of military policy should be executed steadily and gradually.
