CHAPTER 1

INTRODUCTION

1.1 
Background

Nelson Mandela once said, “education is the most powerful weapon which
you can use to change the world.” Education is the foundation of life. The
life of a nation depends on the level of education and knowledge of its people.
Because as the nation progresses, there will always be challenges that hamper
the nation’s progress. And the problem solver is education.

But in reality, education in this
country is still low compared to neighboring countries. The dropout rate is
still at a fairly high level and government programs still can not solve this
problem. Therefore, it is necessary to increase efforts that are not only
focused on government programs, but also the awareness of families and the
environment that spur and make people feel demanded to study.

Referring data Ministry of
Education and Culture (Kemendikbud), in 2015-2016 there are about 946,013
elementary school students who were not able to proceed to middle level (SMP). This
is worsened with data 51,541 people the number of students who continue their
education to junior high school did not pass. That is, there are 997,445 Indonesian
children who are only certified elementary school in 2015 until 2016.

DISCUSSION

2.1 Definition of Quality
Education

Basically
the definition of education (UU SISDIKNAS No.20 of 2003) is a conscious and
planned effort to create an atmosphere of learning and learning process so that
learners actively develop their potential to have spiritual spiritual strength,
self-control, personality, intelligence, noble character, and skills needed
himself and society. According to the Indonesian dictionary The word education
means a process or way or act of educating. By its language the definition of
education is the process of changing the attitude and behavior of a person or
group of people in an effort to mature humans through the efforts of teaching
and training.

Quality
Education is an effort to give birth to Indonesian humans who are smart and
morals, then able to compete. Creating High-quality Education is a mandate of
the Law. Education is instrumental in shaping the good or bad of human person
according to normative measure. A good education system is expected to emerge
the next generation of quality and able to adapt to live a society, nation and
state. The role of education is also important in building a nation’s
civilization based on national identity and character.

And
one branch of education is character education. Character education itself is a
process of character building that gives a positive impact on the emotional
development, spirituality, and personality of a person. Therefore, character
education or moral education is an important part in building the identity of a
nation. As stated by the Rector of the University of Atma Jaya Yogyakarta
(UAJY), Dr. R. Maryatmo MA. (in okezone.com, 2014), that emotional, spiritual,
and personality intelligence is essential in building a strong, independent,
active, creative and dedicated character.

According
to the Ministry of Education and Culture (quoted from kemendikbud.go.id.,
2011), there are 18 values that must be inserted in the education process in
Indonesia. 18 such values are religious, honest, tolerant, disciplined, hard
work, creative, independent, democratic, curiosity, spirit of nationality, love
of the homeland, respect for achievement, friendship / communicative, peace
loving, social care, and responsibility.

Education
is the basis of management and use of technology that will be used for the
benefit of nation and state. The higher the knowledge the more advanced
technology and ways to advance the nation of Indonesia. That is why education
is very important and needs special attention by the government. Especially
education for underprivileged children. It also means making the most of the
human resources we have.

2.2 The
Cause of High Drop Out Rate In Indonesia

Basically,
getting a decent education is the right of all citizens. But in fact, many
school-age children in Indonesia just have to drop out of school. They can not
continue their education. this can happen because of various things such as
economic problems, conditions that force the child to work and support his
family, an environment that does not support the child’s education, etc.

Some
government assistance, should play a role in preventing high dropout rates.
Quite a lot of government aid, but unfortunately has not been able to
contribute to pressing dropout rates due to lack of socialization. Among other
things, the culture of society that does not consider education is an important
thing that can be used as an absolute life support. Due to the lack of
knowledge, the traditional environment gives the idea down if education is not essential
to survival.

Consequently,
many children choose to drop out and prefer to work. However, the work they do
is limited because of their little knowledge and the world of work now even
demands high school diplomas as their workers. And because of this, there was
is a new problem of rising unemployment.

In
the 1945 constitution, education is the right and obligation of all Indonesian
people. This is described in the 1945 Constitution article 31 verse 1-5 which
reads:

1: Every citizen is entitled to education

Verse
2: Every citizen is obliged to follow basic education and the government is
obliged to finance it.

Verse
3: The Government undertakes and organizes a national educational system, which
promotes faith and piety and noble deeds in order to educate the life of the
nation, regulated by law.

Verse
4: The State shall prioritize the education budget at least 20% of the state
revenue and expenditure budget and from the regional budget and revenue to meet
the needs of national education.

Verse
5: The government promotes science and technology by supporting the high values
of religion and national unity for the advancement of civilization and the
welfare of mankind.

The Solutions To Solve The Problem of Education in Indonesia

Efforts
that can be done to improve the quality of education, namely:

Improving Education Budget

Free the school from business atmosphere

Improved curriculum

Religious education

6)
Education that trains critical awareness

Teacher empowerment

Improving teachers’ welfare

CLOSING

3.1 
Conclusion

Based on the points
that have been described above, it can be deduced that the quality of education
in Indonesia is still low. This is because the surrounding environment has a
mindset that education is not important, facilities and infrastructure are
lacking in the educational process, lack of teaching staff, and others.

The effort to
overcome these things is to increase public awareness and knowledge of the
importance of education for the survival of self, family, community, and
nation. Educational activities will run more smoothly if supported by
facilities and infrastructure by the government.

3.2 
Suggestion

Education takes root
from family, then community, and then at school. Therefore, to raise awareness
of this education, the family is an environment that must support and instill
awareness to continue learning. Education does not depend on government
